Dispatcher I (Franklin County)

Position Title: Dispatcher I

Department: Emergency Communications

Position Summary:
This is specialized work in receiving and dispatching calls for the emergency departments within Franklin County. The employee in this position is responsible for operation of dispatch radios, computers, and telephone systems which receive and dispatch messages, a portion of which are 911 emergency calls. The Dispatcher I must act quickly, efficiently, calmly, and accurately in receiving, dispatching, and processing calls and in sending proper equipment and personnel. This position is responsible for administrative typing as the needs arise. The employee in this position may be required to work rotating shifts, weekends holidays and overtime. Work will be performed in accordance with the established policies, rules, regulations, guidelines and practices of the department. This position may also require the employee to assist in the operation of the jail, to include, but not limited to: searching or booking prisoners into jail.

Base Salary: $12.93 per hour depending on qualifications

Shift Differential: $0.25 per hour (3 p.m. to 11 p.m.)
$0.50 per hour (11 p.m. to 7 a.m.)

Testing Required: Mandatory applicant testing required. Applicant will be contacted by staff to schedule testing.

Hours: Rotating Shifts, evenings, weekends, holidays are required.
Overtime may be required.

Additional Information:

High School Diploma or GED required. Six to twelve months related experience or training required. NCIC and Emergency Medical Dispatcher certification required within six months of employment. CPR certification required.

Ability to understand, write, and speak English, clearly and distinctly is required. Bi-lingual skills a plus. Ability to type a minimum of 30 words per minute without errors is required.

Ability to establish and maintain effective working relationships with other employees, representatives for outside agencies, and the public.

Employee is expected to have acquired the necessary skills and knowledge to perform at an acceptable level within six months of being awarded the position.

Felonies and drug convictions will automatically disqualify candidate.

Franklin County conducts background checks and drug screening on all potential candidates.

JOB SUMMARY:
This is specialized work in receiving and dispatching calls for the emergency departments within Franklin County. The employee in this position is responsible for operation of dispatch radios, computers, and telephone systems which receive and dispatch messages, a portion of which are 911 emergency calls. The Dispatcher I must act quickly, efficiently, calmly, and accurately in receiving, dispatching, and processing calls and in sending proper equipment and personnel. The employee in this position may be required to work rotating shifts, weekends, holidays and overtime. Work will be performed in accordance with the established policies, rules, regulations, guidelines and practices of the department. This position may also require the employee to assist in the operation of the jail, to include, but not limited to: searching or booking prisoners into jail.

ESSENTIAL FUNCTIONS:

  • Receives calls, complaints and requests for service on radio or telephone and dispatches
    all emergency services in Franklin County, to include, police, fire and emergency medical;
  • Receives all emergency 911 calls and dispatches officers and equipment to emergency
    situations;
  • Maintains radio contact with various police, fire and medical units, knowing their constant status and location. The Dispatcher I shall also communicate with other emergency support agencies;
  • Monitors fire and burglar alarms and relays this information to the appropriate units;
  • Relays information to other city agencies, as well as to other jurisdictions regarding fire,
    police, and emergency medical matters;
  • Provides current and accurate information on weather and road conditions;
  • Alerts the City of Ottawa by siren and other appropriate areas when the weather service or field officers reports tornado activity or severe storms;
  • Keeps all patrol officers and supervisors informed on all pertinent issues;
  • Works within the concept of team dispatching. Shall keep dispatch partner completely
    informed as to activities occurring or logs made on their side of the console. Shall also
    assist the partner with dispatch duties whenever the need arises;
  • Responsible for sending and receiving teletype information and the operation of ASTRA,
    NLETS, MVD, NCIC, CAD and PC's, and relaying this information to the appropriate patrol units;
  • Responsible for asking key questions, providing pre-arrival instructions and determining
    correct emergency response on all incoming requests for medical assistance, according to guidelines as outlined in the Emergency Medical Dispatching Cards;
  • Responsible for maintaining proper records and the keeping of dispatch logs;
  • Performs a variety of business functions and administrative support work as required;
  • Responsible for the care, handling and/or operation of City or County property and not inflict intentional damage to either City or County property;
  • Responsible for assisting in the training of the new dispatchers;
  • Enters protection orders, weapons, warrants, sex offenders and other stolen items into
    National Crime Information Center Application;
  • Responds to public needs when they come to the window;
  • Assists officers in their investigation of crimes by looking up information and gathering data;
  • Enters data for burn permits;
  • Performs other duties as assigned.

SECONDARY FUNCTIONS:
Performs janitorial duties as deemed necessary;
Performs other related duties as required.

SUPERVISORY FUNCTIONS:
None.

MINIMUM QUALIFICATIONS:

KNOWLEDGE:
Knowledge of proper guidelines concerning the dissemination of CHRI material;
Knowledge of the geography of the City of Ottawa and Franklin County, including the names of streets, roads, highways, landmarks, business locations and trouble spots;
Knowledge of radio broadcasting rules and guidelines and accurately applying them;
Knowledge of radio and telephone communications equipment, operating them quickly and accurately;
Knowledge of state and community resources available to the Dispatcher I and the willingness to initiate their use;
Knowledge of the department's records and reporting systems, rules and regulations;
Knowledge of the practices and guidelines of the protection and safekeeping of prisoners and staff.

SKILLS:
Skill in entering information into computer system, must be able to type 30 wpm with an accuracy rate of 90 percent;
Skill in receiving and dispatching calls for the emergency departments within Franklin County;
Skill in operation of dispatch radios, computers, and telephone systems which receive and dispatch messages, a portion of which are 911 emergency calls;
Skill in acting quickly, efficiently, calmly and accurately in receiving, dispatching and processing calls and in sending proper equipment and personnel;
Skill in performing work in accordance with the established policies, rules, regulations, guidelines and practices of the department;
Skill in assisting in the operation of the jail, to include, but not limited to: assist in feeding prisoners, transporting prisoners, and searching or booking prisoners into jail.

CERTIFICATIONS, LICENSES, REGISTRATIONS:
Must be certified in the use of NCIC within six months after employment;
Must be certified as an Emergency Medical Dispatcher within 6 months after employment;
Certified in CPR.

REQUIRED EDUCATION/OR EXPERIENCE:
High school diploma or G.E.D.;
Six months to twelve months related experience or training;
Or equivalent combination of education and experience.

PREFERRED EDUCATION/OR EXPERIENCE:
Associate's degree in Emergency Management, Emergency Communication, Criminal Justice or a related field of study from two-year college or technical school;
Or one year to two years related experience and/or training;
Or equivalent combination of education and experience.
